Planning
Whilst each proposal differs in its requirements, applicants are required to provide mandatory State Government forms in support of their proposal. To assist you in your lodgement, the following link provides a resource for downloading and/or preparing forms:
Heritage
If you own a Local heritage place, you are the custodian of part of our region’s history. Charters Towers Regional Council encourages the continued use of local heritage places and supports thoughtful improvements that enhance comfort and functionality while respecting the place’s cultural and historical significance.
If you’re planning changes to a heritage place, most of the time you’ll need approval before starting work.
A Heritage Exemption Certificate, issued under the Queensland Heritage Act 1992, is designed for works that have little or no effect on a place’s heritage significance, allowing owners to carry out sensible repairs without navigating the full development assessment process.
A HEC requires an application to Council under the Queensland Heritage Act 1992.
Some examples of works that may qualify for a HEC include:
- Replacing the roof of a local heritage place
- Restoring original features, like reopening verandahs that were enclosed with materials that don’t match the original style.
- Removing later additions that don’t fit with the original design and putting back walls or openings where they originally were.
- Minor new works, such as small sheds, carports and garages that do not adversely affect views of the place from the street
If the work doesn’t qualify for a Heritage Exemption, you’ll need to lodge a Development Application under Council’s Town Plan.

Building
In Charters Towers Regional Council area, all building work is approved through private building certifiers. The private certifier will lodge the necessary paperwork with Council. Refer to Building Permit for further information.
Council acts as a referral agency for certain types of building work. The following forms may be relevant to your proposal (please seek advice from your private certifier).
Plumbing
The Queensland Department of Housing and Public Works (HPW) website publishes required forms for plumbing and drainage work, which replaces forms previously on this site. Users are requested to select the following link to obtain the required forms.

Searches
Details of historic planning, building and plumbing approvals issued by Council or a Private Certifier on a specified parcel of land can be obtained online via the Request for Property Rates Search form.
Pre-Lodgement Meetings
Council provides a complimentary pre-lodgement service to all customers prior to the lodgement of formal application. The purpose of pre-lodgement meetings is to assist customers in ensuring that proposals can comply with all required codes, policies and provisions. Pre-lodgement meetings can be held in person at Council's Administration Centre, 12 Mosman Street or via phone conference depending on the requirements of the customer.
