Organisational Structure

Charters Towers Regional Council has adopted a high-level organisational structure that consists of a Chief Executive Officer who is supported by four Executive Managers and a Management Leadership Team.

The Chief Executive Officer and other members of the Executive Leadership Team partner with staff and Councillors to deliver expected outcomes to the community.

Council's organisational structure is designed to support the achievement of Council's vision and key objectives. Reviews of the organisational structure ensure the optimal deployment of resources to deliver identified corporate priorities.

 

Acting Chief Executive Officer - Mr Martin Drydale

Martin Drydale is Council’s Acting Chief Executive Officer and was appointed to the position in April 2026.

Martin is an experienced local government professional with 40 years’ experience in both UK and Australian local government and the private sector. His background is in strategic executive and financial management with prior roles in corporate services, infrastructure delivery and maintenance, planning and development, and information technology systems implementation.

Martin’s role as Acting CEO at Council is to provide strategic leadership and direction to its staff, volunteers, and contractors, and ensure that the community’s aims and objectives as outlined in Council’s Corporate Plan are implemented effectively and efficiently.

Martin is also directly responsible for:

  • Disaster Management 
  • Media and Communications
  • Governance
  • Risk and Compliance
  • Project Management Office
  • STAR Program

Executive Manager Infrastructure Services - Mr Tejaswi Laveti

Tejaswi Laveti (TJ) serves as the Executive Manager Infrastructure Services, appointed to the role since May 2026.

TJ has significant experience across local government, mining and heavy metal manufacturing sector. His expertise spans across multiple domains such as asset management, project management, engineering design, infrastructure planning, disaster readiness and dam management.

As the Executive Manager Infrastructure Services, TJ is s responsible for providing strategic guidance across several key areas, including:

  • Water and Wastewater
  • Council Facilities and Open Spaces
  • Fleet Services
  • Saleyards
  • Engineering and Design
  • Operations (Environment, Roads, Programming)

Executive Manager Corporate & Community Building - Ms Hayley Thompson

Hayley Thompson is the Executive Manager Corporate & Community Building and was appointed to this role in October 2022.

Hayley has over 20 years local government experience and prior to commencing in this role she was the Manager Community Services.

As Executive Manager Community Building, Hayley is responsible for providing strategic direction to a number of areas including:

  • Customer Service & Records
  • Economic Development
  • Finance, Rating, and Procurement
  • Library
  • Planning and Development
  • Technology
  • Tourism & Events
  • World Theatre

Executive Manager People & Culture - Mr Paul O'Regan

Paul O'Regan is the Executive Manager People and Culture and was appointed to the role in October 2025.

Paul has extensive experience as a Human Resources leader across local, state, and federal government.

He brings a passion for building a positive, people focused culture through the support of the HR and Safety teams and working closely with the CEO and ELT.

As Executive Manager People & Culture, is responsible for providing strategic direction to a number of areas including:
  • Organisational Development
  • Workplace Health and Safety
  • Payroll
  • HR Operations including recruitment and employment
