This position is responsible for providing expertise in design and providing technical support in the delivery of infrastructure projects and operational teams across a wide spectrum of assets and portfolios.
This position will work closely with and provide high level support to the Executive Manager Infrastructure Services, Operational Managers, Executive Leadership Team (ELT), Project Delivery Manager, Surveying, the Project Management Office (PMO), individual consultants, and contractors, to undertake the requisite design and provide technical support in the delivery of operational and capital infrastructure projects, for Council.
This department is the central point for coordination, oversight and management of Councils Infrastructure design activities, technical support, cost estimates, developing project scope of work and delivery.

Remuneration Package: Up to the value of $193,600 per annum
ABOUT YOU
The successful candidate will have:

Leadership:
Extensive demonstrated experience in providing strong, decisive leadership and management in design and technical services relevant to one or more of the following:
- Roads Infrastructure
- Water and Wastewater Infrastructure
- Civil Construction
Participate as an active member of Council’s Management Leadership Team (MLT).
Strategic Management:
Experience in developing an organisational function and contributing to Directorate and Council’s strategic management including infrastructure projects analysis, strategic and operational planning, performance frameworks, and the development of appropriate policies and systems.
Change Management:
Experience in implementing successful change and continuous improvement within a significant service delivery area pursuing innovation and excellence in service delivery.
Project Management
Extensive experience in managing complex projects with demonstrated achievements in planning, design, governance, cost management, implementation, commissioning and reporting to the Executive Manager Infrastructure Services.
Community and Customer Service:
Experience in engaging the community and stakeholders to ensure future direction and needs are clearly defined and met providing excellence in customer service.
Workforce Management:
Ability to provide effective workforce management with a focus on performance, building workforce capability, a strong positive work environment, and a workforce culture consistent with Council’s vision, mission and strategy.
Managing Resources:
Extensive experience in the effective management of human, financial, physical and other resources to achieve Council’s business objectives and to meet the needs of the community.
Representing Council:
Experience in representing and promoting a critical service delivery function within the community, business sector, other local authorities, government agencies and broader environment, and build and maintain positive working relationships.
Time Management:
Plan, execute and complete programmes and projects relating to areas of accountability, within set timeframes.
Financial Management:
Lead and manage the preparation of Engineering designs that meet standards, best practise and represent value for money, giving due consideration to social, environmental and legal implication. Support and monitor and advise Executive Manager on progress against budgetary expenditure in areas of the relevant financial responsibility including but not limited to development of budgets.
Records Management:
Responsible for leading the Engineering & Delivery teams in ensuring that accurate records are kept in accordance with legislation, information standards, and other relevant guidelines and procedures in the authorised recordkeeping system.
Technical Authority
- Primary technical contact with external stakeholders, including DTMR, GBRMPA, subcontractors, and vendors, to address design-related inquiries, resolve issues, and foster collaborative relationships.
- Establish and maintain design assurance processes, procedures, and standards to uphold the quality and reliability of deliverables throughout the design lifecycle in collaboration with Project Management Office.
- Evaluate proposed design changes, assess their impact on project scope, schedule, and cost, and facilitate their implementation in accordance with change control procedures in collaboration with Project Management Office.
- Ensure accurate and comprehensive documentation of design decisions, rationale, and specifications to facilitate traceability, transparency, and knowledge transfer in collaboration with Project Management Office.
- Facilitate review, approval and release of key engineering design packages, reports and artefacts to the project delivery manager and external consultants for delivery.
| Essential Education/Qualifications |
- Bachelor’s degree in an Engineering with a focus in Civil/Roads Construction or Water & Wastewater or relevant discipline and demonstrated high level strategic management projects.
- Registered Professional Engineers of Queensland (RPEQ) Certification (or ability to obtain within 12 months of successful employment within council.)
- Eligible for membership of the Institute of Engineers Australia.
- Desirable – Diploma of Project Management or demonstrated track record of success in delivery of local government infrastructure projects.

- Possession and maintenance of a current Queensland ‘C’ Class Driver Licence.
PHYSICAL REQUIREMENTS/POSITION ENVIRONMENT
- This position is primarily an indoor role and requires sufficient physical ability to work in a shared office setting, which involves prolonged periods of sitting and/or standing at a desk and operating a computer and telephone.
- This position is required to carry out light to moderate manual handling, bending, kneeling, twisting, squatting, lifting and carrying.
- This position will require the incumbent to undertake periodic field visits.
- This position will be required to travel.
