Open Space Service Delivery Standards
STRAT0047 Open Space Policy presents defined service delivery standards that meet with Council's expectations around presentation and maintenance of its open space assets. The policy enables maintenance, repairs, capital works and customer requests to be prioritised and programed in a rational manner whilst giving direction to the public around current service delivery standards.

Centenary Park
Centenary Park is located on the corner of Hackett Terrace and Dalrymple Road. It is a very popular park with a partially lit walkway to enable walkers, mobility scooters and wheelchairs access to use the park at all hours. Centenary Park has disabled toilets, gas barbeques, covered and uncovered picnic tables and a shaded playground featuring a Liberty Swing (click here for key application form and contact Council or the Visitor Information Centre for access to the key). Located at the park is the Gold Discovery Monument which features a collection of sculptures by Queensland Artist, Hugh Anderson. Dogs on leash are allowed in some areas of the park.
Lissner Park
Lissner Park is a 7 hectare reserve located adjacent to the Kennedy Regiment Memorial Pool, bordered by Deane, Church and Anne Streets. It is a heritage listed park featuring the Boer War Veterans Memorial Kiosk, Commonwealth Fountain, restored WWI guns, Band Rotunda, Yarning Circle and memorials to both Jupiter Mosman and William Hann. The park has disabled toilets and wheelchair accessible pathways as well as covered and uncovered picnic tables, gas barbeques, a shaded playground and duck pond enclosure.
A 1500sqm area enclosed by a 1.5 metre high fence that provides agility equipment, water tap and dog drinking bowl, along with seating so you can watch your best friend play, is the perfect place to let your dogs stretch their legs. The enclosure is located at the southern end of Lissner Park on Anne Street between Deane and Church Streets.
Water Park
This facility (located in Water Street, Charters Towers) incorporates a water splash pad which features a tipping bucket, water slides, and various water jets and spray hoops, all under cover of giant shade sails.
Also included in the space are picnic shelters, barbeques, an amenities block, pathways, lighting, and landscaping, all contained within a fenced area.

Brownson Park
Named after Jack Brownson, a District Pioneer, Brownson Park is located on the Flinders Highway heading west out of Charters Towers. The park has disabled toilets, gas barbeques, picnic tables and a shaded playground. Dogs on leash are allowed in some areas of the park.
Ron Laneyrie Park
Ron Laneyrie Park is located behind City Hall, bordered by Rutherford Lane, Marion Street and King Street. The park has disabled toilets and ample shade. Dogs on leash are allowed in some areas of the park.
Defiance Mill Park
Defiance Mill Park is located on Boundary Street, opposite the tennis courts and IGA Supermarket. It has disabled toilets, concrete skate park, BMX track, half size basketball court and an unshaded playground. The Park also has a large oval walking track with exercise stations spaced out around the entire circuit. There are picnic tables, seating and off street parking. Dogs on leash are allowed in some areas of the park.
Columbia Poppet Head Rest Stop
Poppet Head Rest Stop has disabled toilets and is a dump point location for campervans. Dogs on leash are allowed at the rest stop.
Burdekin Weir Park
The Burdekin Weir is the source of our Region's liquid gold - water! The Weir Park is located approximately 17 kilometres from Charters Towers and the City's water supply is pumped from the Weir to the iconic reservoir on Towers Hill. There is a large picnic area with barbeque facilities (wood fired), children's play facilities and public toilets. The park is open 24 hours however no camping is allowed. Disabled facilities aren't available and dogs on leash are allowed in some areas.
Dave Chapman Park (Boat Ramp) & Weir Recreation and Ski Park
If you turn left before entering the Burdekin Weir Park and travel approximately 1 kilometre, you will reach Dave Chapman Park. The boat ramp provides easy access to enjoy a spot of fishing. Fish species include Sooty Grunter, Dew (Cat) Fish, Sleepy Cod, Barramundi and Small Mouthed Grunter. It is also a well known location for birdwatching, with cormorants, pelicans, ducks and darters often spotted. Disabled facilities are available. Dogs on leash are allowed.
On 24 October 2019, Council and the Weir Recreation and Ski Park Reference Group officially opened the Burdekin River to expanded activities. These include:
- Skiing;
- Powered Watercraft;
- >4hp motors; and
- Increased upstream access.
Designated areas of operation are displayed at the boat ramp and available with speed restrictions between the boat ramp and designated skiing area. All activities are regulated by Maritime Safety Queensland.
Fred Bagnall Park
Located at the iconic Venus Battery, Fred Bagnall Park was named after local historian, community volunteer and 2008 Citizen of the Year, Mr Fred Bagnall. The park does not have any facilities, however it is the perfect location to relax on the creek bank under shady trees. Dogs on leash are allowed.
Edmeades Park
The smallest park in the City, nestled between City Hall and the former Commonwealth Bank of Australia building (now a Chinese Restaurant). The park is named after Dr Thomas Roy Edmeades MB, BS, a former medical practitioner who served the people of Charters Towers from 23 January 1916 to 1 January 1971. The park has ample shade and a picnic table. Other plaques on display include one that commemorates the 5th Air Force - United States Army Air Corps' presence in Charters Towers during WWII and another to the establishment in 1891 of the Charters Towers District Australian Labour Federation (ALF). The park does not have any facilities. Dogs are not allowed in the park.
Clyde Berryman Park
Located in Stubley Street, this park was established as a tribute to former Park Curator, Clyde Berryman, who resided in that area. The park has ample shade and a picnic table, however no amenity facilities. Dogs on leash are allowed in the park.
Da Rin Perette Park
Located at Kirrima Court, this park was named after the Da Rin family, who were the developers of the subdivision in this area. There are no facilities at this park and dogs on leash are allowed.
McCormack Park
This park is located in Bevan Street and was named after Jack McCormack, the owner and founder of the Grand Secret Tennis Club and resident in the area. There is a capped mine shaft located on this park. The park does not have any facilities. Dogs on leash are allowed in the park.
Bucklands Hill
Located on Fraser Street, the Rotary Lookout is located at Buckland's Hill. There are no amenity facilities but there is a shaded picnic table and magnificent views of the town. Dogs on leash are allowed.
Apex Park
Located on Hackett Terrace, this park is home to a monument celebrating the famous Country Music Festival and also a life-size Droughtmaster bull commemorating the evolution of the Droughtmaster breed in Queensland. The bull is a project of the Droughtmaster Stud Breeders' Society Limited and was unveiled on 6 November 1994. The park has unshaded playground equipment and a picnic table. No toilet facilities are available. No dogs are allowed in the park.
Alan Oshyer Park
This park is located on Millchester Road beside the Charters Towers Railway Station. It was named after Alan Oshyer, a born and bred local who won a silver medal in weightlifting at the Rome Olympics in 1960. The park also contains a Railway Carriage display to recognise the significant contribution to the history of this community by Queensland Rail and its workers. There are no facilities at this park and dogs on leash are allowed.
Elizabeth Park
Located on the corner of Boundary and Gill Street. This park contains ample shade and a picnic table however there are no toilet facilities. Dogs on leash are allowed in the park.
Pan Aus Park
Located at Davies Street this park has shaded playground equipment and picnic tables however no toilet facilities. Dogs are not permitted in this park.
Regional Parks
Homestead
This park has disabled toilet facilities available. Dogs on leash are allowed in the Park.
Pentland
There is a disabled amenity facility located in Gilmore Street, neighbouring the Soldiers Memorial Hall.
Pioneer Park has playground facilities and a barbecue however no amenity facilities. Dogs on leash are allowed in some areas of the park.
The Bushees Club located at the Sports Reserve has shaded playground equipment and picnic tables however no amenity facilities. Dogs on leash are allowed in some areas of the Reserve.
Balfes Creek
The park in Balfes Creek is a fenced area with disabled amenity facilities and playground equipment. No dogs are allowed in this park.
Greenvale
There is a public amenity facility located in Redbank Drive, adjacent the Sports Reserve. There are no disabled facilities and dogs on leash are allowed.
Greenvale Community Park, located beside the Rural Transaction Centre on Acacia Drive has disabled amenity facilities, playground equipment and barbeques. Dogs on leash are allowed in the park.
Ravenswood
Upon entering Ravenswood, you will see the rest stop on your right. There are no disabled facilities available here and dogs on a leash are allowed.
Recreation Reserve (Showground) has disabled amenities, playground equipment and barbeque facilities. Dogs are not allowed on this Reserve.
Mingela
Mingela Rest Stop is located adjacent the Mingela Pub. The amenities facility does not provide for disabled access. Dogs on leash are allowed at this rest stop.
Campaspe River Rest Stop
This rest stop has an amenities facility but does not provide for disabled access. Dogs on leash are allowed.
Macrossan Park
Located off the Flinders Highway at the Burdekin River, 20km east of Charters Towers, this amenities facility does not provide for disabled access. Barbeque facilities and ample shade on the river are available at this site. Dogs on leash are allowed.
Fletcher Creek Rest Stop
Located off the Gregory Developmental Road, this amenities facility does not provide for disabled access. Barbeque facilities and ample shade are available at this site. Dogs on leash are allowed.
